The agreement on the creation of a joint Institute of Geospatial Information was signed by the rector of Liaoning Technical University, Liang Bin, and the rector of INRTU Mikhail Kornyakov, during his official visit to the People's Republic of China.
The creation of the Institute of Geospatial Information was a continuation of long-term international cooperation between Russian and Chinese universities. Over 14 years, the parties have been cooperating in the field of research and training for the mining industry. During this period, more than 120 students of the Institute of Subsoil Use of INRTU have completed an internship at a Chinese university. In turn, Chinese students studying in the fields of mining and surveying, geodesy, cartography and geomatics, trained at the Irkutsk Polytechnic, got acquainted with modern devices, studied new techniques in the field of mine surveying. There is also regular exchange of teachers.
The initiator of this international project is the Head of the Department of Mine Surveying and Geodesy at the Institute of Subsoil Use of INRTU, Professor Anatoly Okhotin, who is an Honorary Professor at Liaoning Technical University. Last year, he was awarded the Friendship Award as an outstanding foreign specialist who made a great contribution to the development of education in Liaoning Province and supporting international cooperation between Russia and China. From the Chinese side, the Institute is supervised by the director of the school of geomatics, Xu Aigun.
The new institute plans to engage in the analysis of geographic information and spatial-temporal data; conduct research using geospatial information technologies; provide navigation services to Russian-Chinese mining enterprises using modern satellite equipment; carry out works on remote sensing of open and underground mining.
The parties agreed that universities, complementing each other, realizing their competitive advantages, can achieve better results and efficiency in conducting research and training specialists for the mining industry. The ceremony of signing the agreement and the opening of the Institute of Geospatial Information with the presentation of a memorial plaque took place with the participation of representatives of local authorities and the party committee of Fuxin City, Liaoning Province, teachers and students of the technical university.
The rector of Liaoning Technical University, Liang Bin, welcoming the Irkutsk delegation, said that the Chinese university seeks to strengthen practical cooperation and use geographic proximity, the intellectual potential of the scientists of the two countries for the economic growth and development of Russia and China. The creation of a joint Institute is a new model of cooperation in the educational space.
In response, rector of INRTU Mikhail Kornyakov thanked Liaoninsky Technical University for long-term cooperation: “By putting forward the initiative to create a joint institute in the field of geo-information technologies, we thereby demonstrate an example of a creative approach to the development of the internationalization of education and science. It is also important for us to work together to develop research directions in the use of cloud technologies, digital twins, and virtual test laboratories. ”
At the end of the meeting, Professor Anatoly Okhotin, Head of the Surveying and Geodesy Department of the Institute of Subsoil Use of the Russian Scientific-Research Institute of Radio Engineering, presented to the Chinese colleagues the next issue of the scientific journal “XXI Century. Technosphere safety "with their publications. He invited representatives of Liaoninsky Technical University to the congress of the International Union of Mine Surveyors in September 2019, co-organized by INRTU. REFERENCE: Liaoning Technical University has existed for more than fifty years. The university is divided into two parts, located in different parts of Liaoning Province - in the west in the city of Fuxin, in the east in the coastal young city of Huludao.

In 1999, the university received the status of a research mobile unit with the right to certify doctors.
In total, the school provides training in 41 disciplines of the magistracy, 11 disciplines of doctoral studies. To date, there are two mobile research points conducting certification of doctors.
The university has 18 faculties and institutes: an engineering-mechanical institute, an engineering institute for the environment and natural resources, an institute of industrial and commercial management, a topographical institute, an institute for construction, etc. In the engineering direction is offered training in 74 specialties. The university has more than 30 thousand students.
