INTERNATIONAL SOCIETY FOR MINE SURVEYING
NON-GOVERNMENTAL INSTITUTION ACCORDING TO THE RECULATIONS OF UNESCO

PERMANENT
Definition of the term "Mine Surveying"
Mine surveying is a branch of mining science and technology. It includes all measurements, calculations and mapping which serve the purpose of ascertaining and documenting information at all stages from prospecting to exploitation and utilizing mineral deposits both by surface and underground working.
The following are the principal activities of mine surveying:
The interpretation of the geology of mineral deposits in relation to the economic exploitation thereof.
The investigation and negotiation of mineral mining rights. Making and recording, and calculations of mine surveying measurements.
Mining cartography.
Investigation and prediction of the effects of mine working on the surface and underground strata.
Mine planning in the context of the local environment and subsequent rehabilitation.
These activities involve:
The location, structure, configuration, dimensions and characteristics of the mineral deposits and of the adjoining rock sand overlying strata. The assessment of mineral reserves and the economics of their exploitation. The acquisition, sale, lease and management of mineral properties. Providing the basis of the planning, direction and control of mine workings to ensure economical and safe mining operations. The study of rock and ground movements caused by mining operations, their prediction, and the precautions and remedial treatment of subsidence damage.
Assisting in planning rehabilitation of land and affected by mineral operations and collaborating will, local government planning authorities.
STATUTES
I. NAME AND SEAT
1. The official name is International Society for Mine Surveying. The abbreviation ISM, according to the name of the society in English "International Society for Mine Surveying “is used below.
2. The official scat of the ISM is the seat of the President.
II. FORM AND PURPOSE
1. The ISM is an association of specialists in mine surveying or in the fields belonging thereto.
2. The ISM is a non-governmental organization of category C (Mutual Information Relationship) according to the letter of the Director General of UNESCO of June 22nd,1977.
3. The ISM is a permanent member of the World Mining Congress carrying out its activities as an independent international organization.
4. The ISM is a non-profit-making organization.
5. The purpose of the ISM is to encourage co-operation in the various fields of mine surveying by means of:
a. the organization of scientific congresses;
b. the establishment of commissions for special fields of mine surveying;
c. the fostering and issuing of publications, particularly those relating to the congresses and the commissions;
d. co-operation with other International Societies in the fields of mining geophysics, rock mechanics, etc.;
e. the fostering of worldwide co-operation in mine surveying by exchanging the students, academic staff and practitioners in mine surveying between individual countries.
6. In order to realize the aims of the ISM, National Associations or sections of mine surveyors in the appropriate specialist organizations should be constituted, unless they already exist. They delegate a member to the ISM Presidium, as a rule.
Ⅲ. LANGUAGES
The official languages of the ISM are English, German and Russian.
IV. MEMBERSHIP
1. The ISM is composed of regular sponsoring members and honorary members.
a. Regular members can be associations corporate bodies and individuals (natural persons) engaged predominantly in mine surveying;
b. Sponsoring members can be Scientific and technical institutions, societies, associations, companies and other corporations promoting the objects of the ISM in an abstract or material way;
c. Honorary members can be the persons who have supported the ISM with merit in its activities.
2. The Presidium decides upon admission to the ISM. An appeal against the Presidiums decision can be made to the Members Assembly.
3. Membership of ISM ceases:
a. by written notice of resignation;
b. on the dissolution of an association or corporate body;
c. on the death of an individual;
d. by expulsion that can be determined by the Presidium in the case of gross infringement of the Statutes of the ISM or breach of obligations to the ISM; the expelled member can appeal to the Members Assembly. Cessation of membership does not release the expelled member from existing obligations to the ISM. The expelled member cannot make any claim against the ISM.
V. EXECUTIVE BODIES
1. The ISM has the following executive bodies:
a. Members Assembly;
b. Presidium.
2. A scientific council can be appointed for the purpose of advising the Presidium.
3. The Activity for the ISM is honorary.
VI. MEMBERS ASSEMBLY
1. The Members Assembly is a meeting of the members of ISM. When voting, each country has one vote only.
2. The Members Assembly should take place on the occasion of the International Congress, at least every five years.
3. The Members Assembly has the following tasks:
a. to establish the guidelines for the activity of the ISM;
b. to approve the activities of the Presidium;
c. to decide upon the proposals submitted to the Presidium or by the members;
d. to determine the place and time of the next International Congress and of the next Members Assembly.
4. An Extraordinary Members Assembly must be convened on written demand of one third of members of the Society or two thirds of the members of Presidium.
5. Each Members Assembly, duly convened, is quorate. Decisions are taken by simple majority of the members present and entitled to vote. In the case of a tied vote the proposal is rejected. (Reamendment of the Statutes and dissolution of the ISM see sections IX and X).
VII. PRESIDIUM
1. The Presidium consists of:
a. the President;
b. the two Vice-Presidents;
c. the Delegates of individual countries;
d. Honorary members (with no vote);
e. Chairman of the Organising Committee (Congress Director with no vote);
f. Advisers (substitute of the Presidium members) and Observers with no vote.
2. The President and two Vice-Presidents constitute the Executive Presidium. The office of President is held by the delegate of country organization the forthcoming International Congress on Mine Surveying. The offices of the two Vice-Presidents are held by the delegates of those countries which organized the previous International Congress and which will or organize the subsequent International Congress on Mine Surveying.
3. The delegates of individual countries are appointed by the unions, associations and other organizations, which represent or co-represent mine surveying in the individual countries. In those countries where no association, or other organizations of the above-mentioned character exist, individuals (natural persons) can be appointed as the delegate of their country by the Presidium. Associations, corporate bodies and individuals (natural bodies). Who try to become regular members, can be admitted by the Presidium as Observers. In votes each country has only one vote.
4. The President represents the ISM. He convenes and chairs the Members Assembly as well as the meetings of the Presidium and of the Executive Presidium. If the president is prevented from taking the chair he delegates a vice-president to execute his function. In the case of the permanent absence of the president, the Presidium elects his successor.
5. The term of office of the Presidium members begins four months after the Members Assembly, at which they were elected and it ends at the latest four months after the following ordinary session of the Member Assembly. All other members of Presidium hold their charge until nomination (acc. VII, Point 3, sentence l) or election (acc. VII, pt.3, sentences 2 and 3) of a successor.
6. The successor of a prematurely retired member of the Presidium will be elected by the Presidium, if necessary.
7. The members of the Presidium can vote in writing in exceptional circumstances.
8.The Presidium takes a decision to confer Honorary Membership together with a Special Diploma. The Diploma is written in English, Russian and German and is signed by the President, Vice-Presidents and Presidium members and certified with the ISM stamp.
VIII. SECRETARIAT AND ISM ARCHIVES
1. The President in office may appoint a Secretariat at his discretion. The Secretariat is not an autonomous body within ISM and is not a member of the Presidium. It provides assistance to the Executive Presidium and may advise on matters of administration
2. ISM establishes archives for keeping the documents. Part of the records for the last mandate of the President is submitted to the newly-elected President.
3. The archives of the ISM are kept in Asoka Skoal Balkans, Balkans Erika Zakladna, Tr. Vitezneho Uhora—70833 Ostrava—Poruba/Czechoslovakia; copies of those records are kept at the Royal Institute of Chartered Surveyors in London.
IX. AMENDMENT OF STATUTES
The Statutes of the ISM can be amended by the Members Assembly, with the agreement of the members present entitled to vote. The intended amendment must be announced in the invitation to the Members Assembly.
X. DISSOLUTION
1. The Members Assembly can take a decision on dissolution of the members present and entitled to vote. The intended dissolution of the ISM must be announced in the invitation to the Members Assembly.
2. After approving the dissolution, the Members Assembly shall decide upon the use of the ISM property. This property may only be transferred to non-printmaking organizations whose main, interest lies in promoting the mining sciences.
XI.GENERAL REGULATIONS
1. These Statutes can be supplemented with implementing provisions which must be confirmed by the Members Assembly.
2. The business year of the ISM lasts from 1st January to 31st December.
3. These Statues come into force when endorsed by the Members Assembly.
4. The texts of the Statutes in German, Russian, English, French and Spanish have equal standing.
5. In case of doubt the German text is valid for reference.
IMPLEMENTING PROVISIONS
(to the Statutes of the ISM according to section XI.I)
1. Activities of the Presidium: The Presidium meetings are arranged as follows:
a. The Presidium meetings are arranged twice a year, as a rule. In the year, in which the International Congress on Mine Surveying takes place one of the Presidium meetings shall be held during the Congress. It is desirable to arrange the second meeting in connection with a national event or a commission meeting.
b. The time and place of the Presidium meeting shall, as a rule, be decided at the previous meeting. Moreover, the President is entitled to convene a Presidium meeting at his discretion. A meeting must be convened at a request of one third of the Presidium members.
c. The invitation to participate in the meeting will be sent out by the President to the Presidium members 3 months in advance, if possible, with enclosed programme and relevant materials.
d. Presidium members who cannot take part in the meeting should inform the President by letter of their opinion as to the individual items of the agenda.
e. Each Presidium meeting duly summoned is quorate.
f. Minutes of each Presidium meeting should be drafted in one of the official languages and signed by each member present. The President arranges translation of the minutes in the remaining official languages and sends them to all members within 2 months.
g. In the interval between two Presidium meetings, the members of the Executive Presidium shall inform each other of such events as are essential for the ISM. Executive Presidium of such events.
h. The Executive Presidium is entitled to call ad hock working parties to discuss special problems. These working parties may only draw up recommendations which must be confirmed by the Presidium and the Members Assembly, where necessary.
2. Organization of International Congress on Mine Surveying
a. Time and place of international congresses are decided by the ISM Presidium and approved by the previous Members Assembly according to section VI item 3(d)of the Statutes
b. The President is responsible for the whole organization of the congress. In collaboration with the Commissions, he proposes the general subject and the topics which should then be approved by the Presidium.
c. The organization of the Congress is entrusted to the national committee of that country where the Symposium is to be arranged. It is responsible for the preparation, organization and financing of the congress.
d. All persons interested in mine surveying from all countries can take part in the international congress on mine surveying.
e. Contributions submitted to the international congress on mine surveying shall be published by the organizing country prior to the opening of the congress in the congress language in which they were presented. The author should provide a summary of each contribution in all the congress languages.
f. After the congress, the organization country publishes a final report (at least in two Symposium languages, the choice of which is left to the organization country discretion). This report should include ceremonial Speeches, reports on excursions, exhibitions, etc. and important discussion contributions, where appropriate.
g. Publications referred to under items e and must be available to each Symposium participant.
3. ISM archives
3.1 The ISM archives are prepared in sections as follows:
A.1. Original minutes in Russian, German and English for ISM foundation
A.2.1. Original minutes from the sessions of the Presidium and Members Assembly;
A.2.2. Minutes copies of Presidium sessions.
A.3. Minutes copies of Commissions sessions.
A.4. Lists of ISM member-countries and members of the Presidium and special commissions during the separate mandates.
A.5. Reports for ISM activity within 3 mandates.
A.6. President correspondence within 3 years mandate.
A.7. Two volumes with documents of the ISM Congresses held.
A.8. President correspondence within 3 years mandate with other sister international organizations.
A.9. (Copies of letters, papers, minutes, etc. referring to the membership in the ISM and representatives in the Presidium.
A.10. The seal of the Society.
3.2 The documentation according to items A.2.2, A.4, A.5, A.6, A.7, A.8, A.9, and A.10 is submitted to the newly-elected President in the course of his 3 years mandate. There maiming part of the records is kept in accordance with Chapter VIII, item 2. After expiration of President mandate the documentation is sent to Czechoslovakia.
